- Preheat oven to 375°F (190°C). Steam cauliflower until tender, then drain.
- Combine cream cheese, heavy cream, garlic powder, onion powder, salt, and pepper in a saucepan; heat until smooth.
- Add cheddar cheese to the sauce and stir until melted. Mix in cauliflower.
- Transfer to a baking dish, sprinkle Parmesan cheese, and bake for 15-20 minutes until bubbly and golden.
- Let cool briefly before serving. Enjoy!
